Based on the popular Japanese comic character Ryu Saeba, Jackie is a freelance crimefighter who, along with his pretty secretary Joy Wong, is hired to track down a runaway Japanese heiress. His chase leads him to Japan on board a luxury ocean liner, whose passengers include a group of international terrorists, with a plan to take over the ship and hold the wealthy passengers to ransom. In one wild action sequence, Jackie is electrocuted and hallucinates that both he and his opponents are characters from the popular video game Streetfighter 2.
